突发公共卫生事件的发生,直接关系到公众的健康、经济的发展和社会的稳定。近年来,SARS、手足口病、甲型H1N1等公共卫生事件的爆发,不仅影响了正常的经济、社会秩序,更对人民的生活产生了巨大的影响~([1])。笔者通过多年信息化系统建设实践经验的积累,以突发事件应急的四个阶段(预防与应急准备、监测与预警、应急处置与救援、事后恢复与重建)为主线,参照国家应急平台体系的八大系统基本建设要求,结合突发公共卫生事件管理的特点,提出了构建 The occurrence of public health emergencies is directly related to public health, economic development and social stability.
