根据林业部林计通字(1996)32号文件关于“以北京为中心组建科技开发、技术培训、产品展销一体化服务中心,组建林业沙棘开发集团公司,以集团为依托开展国际交流与合作”的精神。林业部三北局召开的沙棘综合开发利用论证会于1996年5月21日～25日在北京举行。参加单位有中国林科院、西北林学院、西北高原生物研究所、北京农学院、陕西咸阳西林沙棘制药有限公司、陕西秦永沙棘制药有限公司、山西华林沙棘食品厂、陕西华旬沙棘实业有限公司等单位的代表。会议决定建立沙棘综合加工厂,主要生产高质量沙棘系列产品:速冻沙棘原汁、贮存沙棘原汁、功能性饮料、沙棘精油、沙棘冻干粉、沙棘黄酮以及沙棘化妆品等;建立沙棘原料基地,在一些沙棘资源大省,建沙棘原料基地林,同时引种国内外良种,筛选出大果无刺易采摘的沙棘良种;项目的技术承担单位是中国林科院和西北林学院。会议改变目前沙棘产品种类多质量差和资源浪费大的现状,通过对沙棘资源的开发利用和低劣产品的精加工、深加工,把我国优势的林业资源转化为优势产业,必将做出新贡献。

At the same time, the domestic and international varieties are introduced to screen the seabuckthorn varieties with large sturdiness and easy picking; the technical undertaking units of the project are China Academy of Forestry and Northwest Forestry College. Meeting to change the present seabuckthorn product quality and poor quality of a large waste of resources, through the development and utilization of seabuckthorn resources and inferior products finishing, deep processing, the advantages of our country into a dominant industry of forestry resources, will make new contributions.
