微博是新媒体的表达形式之一,微博政治文化是政治文化的重要组成部分,是微博技术催生的新生事物。微博政治文化具有政治文化的基本功能,又具有微博之“微”的特色。微博政治文化在改变意识形态格局、保持政治输入和输出保持平衡、提供政治发展动力、丰富政治语言、促进官民互动、实现政治平等、宣泄政治心理等方面具有积极作用。在掀起非理性狂热、降低政权信任度、传播革命心理、扩散仇恨、降低思维能力等方面具有消极作用。微博政治文化利大于弊。及时公开信息、加强法治建设、提高公共道德建设、通过辩谈形成重叠共识、改进教育方式等都是发挥微博政治文化的正向功能、弱化其负向功能的有效措施。
Weibo is one of the forms of expression of new media. Weibo political culture is an important part of political culture and a new birth event of Weibo technology. Weibo political culture has the basic functions of political culture, but also has the micro-Bo “micro ” characteristics. Weibo political culture plays an active role in changing the ideological structure, maintaining a balanced political input and output, providing impetus for political development, enriching the political language, promoting interaction between officials and citizens, achieving political equality, and giving vent to political psychology. It plays a negative role in setting off irrational fanaticism, lowering trust in political power, spreading revolutionary psychology, spreading hatred and reducing thinking ability. Weibo political culture outweigh the disadvantages. Timely public information, strengthening the construction of the rule of law, raising public morality, forming overlapping consensus through discourse, and improving education methods are all effective measures to exert the positive function of Weibo’s political culture and weaken its negative function.
