前一段国务院先后颁布了“国务院关于加强钢材管理的决定”和对“四种钢材”(冷轧薄板、镀锌钢板、镀锡钢板、矽钢片)实行专营的措施。这些决定和措施是及时的、正确的、在经过一段时间的实施后。我们发现还存在以下几个问题,需要及时加以解决。一、开发资源问题由于“四种钢材”的供货不足,目前存在着严重的供需矛盾。因此,开发资源是解决这一问题的关键。当前,各冶金企业在设备条件允许的情况下应首先把计划内的四种钢材生产摆在第一位,并把它作为考核冶金企业完成年度生产任务的重要指标。近几年来有些冶金企业虽然年产量逐年增加,可提供的计划内分配的短线产品增加甚少,甚至没有增加。另一方面,企业对于四种钢材的需求量在日益增加,这是因为近几年分配钢材的数量在不断减少,生产企业所用 Some time ago the State Council successively promulgated the “State Council’s Decision on Strengthening the Management of Steels” and the measures to franchise “four kinds of steels” (cold rolled sheet, galvanized sheet, tinplate, and silicon steel sheet). First, the development of resources As the “four kinds of steel,” the lack of supply, there is a serious contradiction between supply and demand. Therefore, developing resources is the key to solving this problem. At present, all metallurgical enterprises should give priority to the planned production of the four types of steel products under the conditions permitted by the equipment and use it as an important index for evaluating the completion of annual production tasks of metallurgical enterprises. Although the annual output of some metallurgical enterprises has increased year by year in recent years, the short-term products available for distribution within the plan have increased little or no increase. On the other hand, the demand for the four types of steel products is increasing due to the declining distribution of steel products in recent years.
