2001年,地处贵州腹地的余庆县白泥镇满溪村罗家坡村民组、小腮镇哨溪村大屯村民组的农民,靠成规模种植红金桔增收致富后,硬化庭院和联户路。改水、改灶、改厕,村容村貌和农民的精神面貌发生很大变化。县委及时把两个村民小组的经验总结为“四在农家”活动,并在全县选点创建,以点带面,逐步铺开。
