Facing the severe situation brought by the sutheast Asia crisis,what measuresand countermoves should be adopted has become an important and pertinent task. The author has fully investigated the influence of the crisis on the foreign investment ultilization, export, foreign contract projects, service corporation etc. To assure the completion of 13 billion dollar export and 4 bi1lion dollar foreign capital ultilizing target, the author put forward a sery of measures stressing especially on increasing export.
