自从2015年初,农业部制定并印发了《到2020年化肥使用量零增长行动方案》和《到2020年农药使用量零增长行动方案》,两年来,各地大力推进农药减量控害、化肥减量提效,积极探索产出高效、产品安全、资源节约、环境友好的现代农业发展之路,取得了不少实效。但是还应看到,还有相当大的一部分农民,甚至是一些农药、肥料生产厂家,还只是把“减量增效”当成一句口号。无论从思想上还是从行动上都没有把减量增效当回事,究其原因是什么?
