为了推动科学采矿的量化评价,提出了“安全开采、绿色开采、高回收率开采、集约化高效开采、智能化开采和完全成本开采”等6个反映科学采矿的内涵指标,及“资源禀赋条件、安全技术保障、科学管理保障、经济与社会效益”等4个与科学采矿息息相关的外延指标,构建了“10-42-63”结构的科学采矿评价指标体系。论述了科学采矿与可拓论之间的关系,同时,以可拓论、主观动态赋权方法、线性加权综合方法、专家定参方法等为手段,提出了科学采矿等级的评价方法,研发了适用于各种类型井工矿井评价的ESSM软件,可分别或同时计算被评价矿井的科学采矿等级和科学采矿指数。
