2015年来临之时,全球经济依然疲弱。美国或许已有复苏走强的迹象,但欧元区可能步日本的后尘进入衰退,而新兴市场担心其出口导向型增长战略致使其容易受到外部经济停滞的冲击。由于今年鲜有境况改观的迹象,决策者的明智之举是,努力弄清全球经济表现不振的根本原因和持续疲弱的影响。用国际货币基金组织总裁克里斯蒂娜·拉加德的话来说,我们正在经历“新的庸常之态。”意指增长相对于其潜力而言过低,令人无法接受,为使增长提速需要做出更多努力,尤其是因为某些主要经济体已经处在通货紧缩的边缘。
When 2015 is approaching, the global economy remains weak. While the United States may have shown signs of a stronger recovery, the euro zone may follow Japan’s decline into recession, while emerging markets fear that their export-led growth strategy will make them vulnerable to external economic stagnation. Because of the rare signs of improvement this year, it is wise for policymakers to work hard to understand the underlying causes of the sluggish global economy and its continuing weakness. In the words of Christine Lagarde, president of the International Monetary Fund, we are experiencing “a new trilemma.” It means that growth is too low relative to its potential to be unacceptable, and to make growth More work needs to be done to speed things up, especially since some of the major economies are already on the verge of deflation.
