(一) 实行有计划的商品经济体制,整个国民经济的运转,理所当然地不能离开市场与市场机制的作用。而要发挥市场与市场机制的作用,关键在于理顺商品价格关系。这就要求我们积极而又稳妥地进行价格体制的改革。如何进行改革?这涉及改革的目标模式。围绕改革目标模式问题,有三种不同的主张:
