今年上半年, 中国航空工业第一集团公司实施了总部全员竞聘上岗工作,效果很好。这次竞聘上岗工作是该集团推进管理创新和机制创新的一次积极探索和大胆实践,也是在市场经济条件下实施大集团战略、推进流程再造的一项基础性工作。这次能够顺利平稳完成总部竞聘工作,得益于他们积极探索用好的制度选人和用人,得益于方案合理、操作公正公平,得益于他们相信广大员工。通过竞聘上岗,激发了总部员工的工作热情,提升了总部员工的行为能力。在此,本刊特刊出他们的做法,供参考。
