当前国有企业困难重重,但归根结底,所有问题都涉及到一个产权问题。不解决国有企业的出资人财产所有权、法人财产权以及这些财产的使用、处置、分配和经营管理的问题,就很难明确国有企业的职责和义务,也直接影响了国有企业的科学管理。一、国有企业产权模式按照我国现行的政治体制,人民通过人民代表选举人民政府来实现权力。也就是说,政府是代表人民行使对国有企业财产所有权的,政府和政府部门的负责人是国有企业财产所有权
At present, state-owned enterprises face many difficulties, but after all, all issues involve a property issue.
