本文在总结了天水市农业植物检疫调运检疫业务受理办公室(即检疫示范窗口)建设经验的基础上,分析了调运检疫“示范窗口”在植物检疫工作中起到加强对检疫工作的宣传力度;提高执法透明度、严格执法程序;方便了服务对象、增强了服务意识;提高执法服务水平的作用;使我市植物检疫工作走向正规化、法制化的轨道;加强了有害生物的监控;有效防止危险性有害生物的传入传出,保护了我市农业生产安全,带动了本地区各县、区植物检疫工作的顺利开展;促进了我市农产品外调,为农民增产增收起到了推动作用。
On the basis of summarizing the construction experience of the acceptance office (quarantine demonstration window) of the Quarantine Inspection and Quarantine Office of Agricultural Phytosanitary in Tianshui City, this paper analyzes the dispatch of quarantine inspection and demonstration window to strengthen the propaganda of quarantine work in plant quarantine work ; To enhance the transparency of law enforcement and strictly enforce the law enforcement procedures; to facilitate clients and enhance service awareness; to enhance the role of law enforcement services; to make our city’s plant quarantine work towards a formal and legal track; to strengthen the monitoring of pests; to effectively prevent The introduction and transmission of dangerous pests has protected the safety of agricultural production in our city and led to the smooth implementation of plant quarantine work in all counties and districts in the region. It has promoted the adjustment of agricultural products in our city and played a catalytic role in increasing peasants’ production and income.
