基层党组织是党在农村战斗力的基础,也是党的执政能力的具体体现。党的基层组织状况如何,直接决定着党的执政能力的强弱和执政效果的优劣。根据我们今年对全州村书记培训班的问卷调查,恩施州的基层党组织建设还需党委出策配强书记,政府出力改善基础条件,大家群力推动社会发展,维护社会安稳。
The grass-roots party organizations are the basis for the party’s combat effectiveness in the countryside as well as the concrete manifestation of the party’s ability to govern. The basic situation of the party’s grassroots organizations, directly determines the strength of the party’s ability to govern and the merits of the ruling effect. According to our survey of Quanzhou village secretary training this year, the construction of grass-roots party organizations in Enshi prefecture needs the help of party committees and strong secretaries. The government is making every effort to improve the basic conditions and make every effort to promote social development and safeguard social stability.
