本文分析了目前我国国有出版传媒企业遇到的管理体制、经营机制以及股权集中、新媒体的冲击等方面的瓶颈问题,在总结欧美特殊管理股实践经验的基础上,结合我国文化管理体制改革步骤与国有出版传媒企业发展实际,设计了国有传媒企业建立特殊管理股制度的目标、原则、内容与核心条款等,并指出了应注意的问题。
This paper analyzes the bottleneck problems that the state-owned publishing and media enterprises in our country are experiencing at present in terms of the management system, operating mechanism, impact of ownership concentration and new media. On the basis of summarizing the practical experience of special management units in Europe and the United States and combining with the reform steps of our country’s cultural management system, With the actual development of the state-owned publishing and media enterprises, the objectives, principles, contents and core provisions of the state-owned media enterprises for establishing the special management unit system were designed. At the same time, the problems that should be noticed were pointed out.
